Do dormant buds appear on --dormant wood-

With Isaiahs coming through the northeast, a pretty thick stem that was part of the primary -branching- framework of my LL tree snapped.

It's had a pretty good season with on this stem with 3 flowing stems and lotsa sun and leaves on this stem that has broken off.. Do you think I will get a dormant leaf bud next year, keeping this stem Alive ?

I have had similar incidents in older LL trees and in my experience, sometimes it will just remain a dead stick moving forward.

This spring, I had to cut one stem while dormant pretty far back. I had some borer damage and just took incremental cuts till I saw no hollow wood. A quick inspection of this stem while I was on this shrub today, no leafs, no life, just a stick of wood as well.

So whaddya say gang. Is this one stem that snapped leaving me 4 inches of a snub that remains, what TLC can I give it, aside from singing and swooning it, to make it give me some leaf buds for next year so this stem can still continue to grow for years to come.
