Problem with bee balm and salvia

Hi everyone. I'm having a problem with my bee balm and salvia. Located in zone 5a. Planted a small bee balm plant in 511 mix in spring in full sun (direct for 6-8 hours). It took off with 3' tall, relatively strong stocks with 4"-5" flowers. Now all the new stalks are thin and weak, not strong enough to support the small flowers that they produce. I'm wondering if it's an issue with water or fertilizer? Leaves look healthy. As for salvia (nemarosa) I've got 3 plants, one in with the bee balm and two in another pot by themselves. None of them have ever taken off. 2 have flowered, but no growth. I'm watering every 1-3 days depending on temps, all of them in full sun (9-10 hours direct sun). I used mycorrhizae when potting all of these. Any ideas? Thanks!
