Garden's thriving - why not my clematis, mountain laurel, Jpnse maple?

We were away for almost a month and other members of the building's 'garden committee,' did the watering, etc. They seem to have done an okay job, though I worry they do it too often and not deep enough -- despite my pleadings.

Anyone have any thoughts what might be bugging the plants in the following photos? No sign of mites, aphids or bugs, I don't think. Do we think it's drought/bad watering or something getting to roots?

These are:

-dwarf mountain laurel

-Japanese maple

-clematis

Any suggestions would be greatly appreciated. If it is a pest, I'm okay using chemicals. I just don't want to lose these plants. The shrubs and tree are very expensive!

Thanks!!!
