Yarrow tops cut off but not eaten!

arggghhhhhh I hate critters. Something went around the perimeter of the yarrow cluster and cut off the tops and left them on the ground. At least the whole cluster was not affected. I should probably go count stems affected so I can monitor if it gets worse. Oh actually, I should cut the stems down so maybe I will get new flower stems.

It all looked fairly neat that at first I wondered if the unskilled-listening-to-music landscaper trimmers could have overstepped their bounds, but I don't think so cause there is no grass on that side. The cluster is on the edge of the bed next to the driveway.

Who do you suspect? Rabbits? I've seen them in the past but not this year. There are chipmunks galore this year but i've never seen them in the flower beds.
