NC garden problems, what's eating my plants?

Hi all, first time posting here. I recently moved to North Carolina from Colorado and am in Zone 7. I planted a new garden this spring and have been having problems. The plants in the pictures are all planted on the north side of my home with the hostas and hydrangeas getting more shade and the dahlia more sun. All were planted this year, soil is clay with some sand & mulched with pine needles. So far I do have an Azalea that I found out has lacebugs, I used neem oil (sprayed on) to treat. Seems to be doing better. When I noticed problems on my other plants I decided to apply the neem oil as well. I did this 5 days ago, so far I don't really think it is making a difference as the new buds on the Dahlia that are opening are still having the same problems. I have many other plants that seem to be doing fine. Appreciate any help you all can offer. Thanks so much!
