Bathroom vanity still smells after painting

We bought a house built in 1996 and are having trouble getting rid of the smell in our bathrooms. The master had a broken flange that we discovered When water started coming up between the tiles. We have removed all of the tile, removed the toilet, and replaced the cracked flange. The smell is coming from inside The vanity. the vanity was far enough from the toilet that it was not wet from that. The faucets leak when water gets on the countertop, but not when they are turned on. We will be replacing them. For now we are just being careful not to let anything get wet. The vanity has been bleached, dried, primed, painted, and left without doors to air out. It still smells terrible. It smells musty, but also kind of like urine. There is a second toilet in the master, but it is definitely coming from the vanity. Our guest bath has an even worse smell in the cabinet but we have not attempted to do anything in there yet. The vanities are wood. I am going to try to seal any holes in the back of the vanity, but other than that I don’t know what else to try.
