What Size Area Rug do I Make from Carpet Remnant

I have a (natural/oatmeal color) 8' x 28' wool remnant leftover from a carpet install on my main floor. I would like to make an area rug for a downstairs room. The room measures 11' x 16' and will be converted to an office. The floor is painted concrete (just ok looking in my opinion). One wall has light wood paneling and built-in drawers with windows facing opposite. There are wall-hung shelves all along one 11' wall, not shown. (This is a mid-century home built in 1951). Should I make the Area Rug as close to the walls as I can get? Or should I allow for some distance away like 12"? (The electric wall heater has been removed)
