Sudden swarms of tiny white flies all around garden

I don't believe I've ever had white flies in my garden in all my years of gardening. My garden has done great this year...thanks to finally using some organic fertilizer. Today I went out to pick some veggies and water, and I couldn't believe the massive amounts of tiny white flies coming out of mostly the tomatoes, but also peppers. Why now? Is this there usual time of year? What kind of damage would I see? Would it be on the leaves, or the fruit?

I did blast them off with a spray of water, but I'm sure they'd return quickly. It's late in the season and I'm not so worried about them now......just curious about them suddenly showing up.

I use raised stock tanks for most of my veggies. Do I need to worry about them over-wintering in the soil?

Any ideas why they just happened now? Thanks.
