It definitely must be given a way bigger pot! You can be quite rough with mint: yank it out of the pot, pull apart a lot of the stems and give it a pot something like the size of the ones those fall garden mums you see in the stores come in. Or you could pull it apart a lot and root in a container of water any stems that seem not to have much root development before potting. (And personally I would strongly suggest a soilless mix to which some good compost or organic fertilizer like fish emulsion or seaweed has been added rather than any chemical fertilizer.) But I am thinking those spots visible in your first photo look suspiciously like damage from the 4-lined plant bug--an insect pest with a real affinity for all members of the mint family. Aurantiacus Osmanthus don't bloom until they're 4-6' tall according to everything I have read, i.e. mature leaves without serrations. So you may be waiting a while I hate to say. Now I don't know if grafting would make it "mature" at an earlier age like Michelia Champaca or Alba etc... but I've not yet heard of an Orange Osmanthus blooming at a young age. If you can find an ever blooming type such as ‘Fudingzhu’ (logees has them) they will bloom when they are young. The "ever blooming" varieties are yellow/white, and they are great, mine was small last year and bloomed all winter, and is starting up again now that it's out in the sun. There are 4 kinds of Osmanthus, Luteus, Albus, Aurantiacus, and Asiaticus. If you don't have leaves then I'd worry! My two Osmanthus Aurantiacus survived our horrific East Coast Z7 winter last year, killed them back till about a foot off the ground; but none-the-less survived. The delicate Semperflorens/Asiaticus/sijigui varieties like fodingzhu are much less hardy, but that's the one you want.

Wallaman, you have a ton of suckers growing up from the base of the tree trunk. You should remove those ASAP and return this tree to a single trunk beauty. It is a navel as fireball stated above and looks to be at least 25-30 years old. You have some twig die back in the center of the tree that needs to be cut out before spring, no big deal branches die sometimes we just need to help the tree get rid of them. It will sprout new branches and the void will get filled back in with time. Your tree is very nice, wish I had a big full tree like that. It probably hasn't been fertilized in a long time, if ever at all. In about 6 weeks from now, sprinkle about 5 lbs of good citrus fertilizer under the canopy and water it in for about an hour with an old school lawn sprinkler that moves back and forth (unless you have irrigation). Then repeat in May and August and sit back and enjoy the show the tree puts on. Your tree will be so full of blooms by the end of February beginning of March it will be incredible and the smell will be equally astonishing. Scale & rust were the first things I thought too. I tried to scrape it off like I would scale but it does not come off at all. The discoloration and damage appear to be permanent.
