Am I doing this mulching thing right?

I recently purchased my first property: a quarter acre lot with some decent landscaping in Zone 8a (upstate South Carolina). My main reason for mulching is to benefit the plants (lots of hydrangeas and azaleas, gardenias, some roses and a few specimens). But I also like how it looks, and it helps control weeds. I use black mulch, and I have the landscaper do it once a year. Here are my questions:


Is once a year good enough?

If I only do it once a year, is spring the best time?

Should the the old mulch be removed before adding the new?

On occasion I've found white mold (or something?) in large swaths of the mulch. That can't be good for anything. What's causing it?

Any reccos on mulch types or brands?
