Toro Recycler walk behind mower is acting up

It was sputtering while I was mowing so I troubleshooted a bunch of things. Worked fine for a bit now it’ll start and pretty much stop right away. A little black smoke coming from it yesterday but barely any and none today. Oh and ever since it started working again some grass blades are randomly not cut. Not a ton but sporadically. What I’ve done:

after sputtering started i did this and it worked for a bit with barely any sputtering (unless I was facing uphill when I started it then it would struggle to get going):

-changed the blade

-changed the oil & put in about 10 oz of new oil

-changed the air filter

-checked gas cap, I think it’s ok but not positive. let it dry out

-was using gas from last year (dumb I know) so let that run through and got 0 ethanol gas that has run through about 1/2-3/4 tank so far when it worked for a bit.

-put wd-40 inside of deck, wheels, where blade attaches to mower

now that it is acting up again out of nowhere:

-added oil (I read it takes 20oz I have 18 max)

-air filter smells a little like gas but not too bad, looks clean.

-choke seems to be moving fine

-starter is fine

-rinsee deck. There was a Lot of grass residue. Haven’t tried it again since I washed it. It’s drying

that's it! Any guesses or any suggestions for more troubleshooting? Sorry so long I’ve just done a lot so far! Thank you so much!!!!
