Performance of new a/c's vs older models

My brand new 10,000 BTU thru wall a/c can barely cool my tiny house, but my old 8000 BTU unit never had a problem. When I spoke with the hardware store where I bought it, the guy said newer units are built differently and require higher BTU's for the same performance.

As he put it, an older unit of 5000 BTU's could cool your house, but a new unit of 10,000 will not.

Has anyone heard of this? Is this an energy conservation issue?
