A number of Dodge cars have had some form of automatic door locking feature since at least 1989. Usually, after a front door has been opened, all four door locks are activated upon passing through 15 mph. This doesn't hamper the front passengers since their doors will unlock upon moving the inside door handle, however, the rear passengers may find themselves locked in depending on the setting of the rear door child locks. Even when the child lock has not been set, the rear passengers may find that they have to manually move the lock button to the unlock position before the door handle will unlatch the door. There are many variations on this theme. For Dodges, there is a routine of on-off-on cycles executed through the ignition switch that can activate or de-activate the auto-locking feature. I suspect you vehicle also has a similar method that won't require a trip to the dealer. However, I have never de-activated this feature in my car since it does not cause an inconvenience and the procedure is not intuitive; 6 mo later, I won't remember the sequence and would have to look it up again. However, in your case, unlocking all doors upon key removal could get to be a nusiance. If you can't find the arm/disarm procedure in your 3rd party repair manual, you may be able to find it on-line at your local library.

As a builder, I learned early to strictly limit access by buyers when all they had was a deposit on a home being built with my financing on my lot. Two or three accompanied visits are all they officially get. If they should drop over on a weekend, gain access and come to harm, they're trespassers. Under project management, I'm an employee. It's the owner's liability insurance that will come into play if they're hurt. And if they want something done, redone, whatever, it's their buck, their decision. As to the OP, I've not built that way. But the builder's explanation makes perfect sense to me. I've had homeowners suggest dangerous/illegal/absurd changes they'd like done. And tract guys have told me stories of helpful "homeowners" sneaking into "their" homes to do modifications. Or just hanging around annoying the trades no end. And some of the trades are non-verbal sorts, whose first reaction is not debate, but a smack on the head! When I sign a contract to buy or lease a new motor vehicle, I don't assume I can drop down to Tennessee (or Mexico) to see how it's coming along.

Shelf locks have a purpose as they prevent the back of the shelf from rising when the front is tugged - so mostly defends the shelves which are up higher against impatient people or children who climb onto the counter to reach higher shelves. Generally speaking, it's really easy to pull shelves up or out of a frameless cabinet and not so much (altho possible) on framed cabinets. I prefer shelf pins myself. Link is for photo of Shelf Pins only. I've liked the ones on the left or near left best. You could do both - use pins until you've figured out your favored shelf positions and then use locks on either the front or the back. More expensive but sometimes cool when your cabinet is deep are pull out shelves. You can easily get to stuff on the back (sample for photo) and you can install later as you want. The bummer is that the shelf will be at most, the width of the cabinet door minus 2 times the depth of the sides of the pullout. It will also be a bit shallower.
