How do we create this hardscape next to an old foundation?

Hi Folks,

Looking for advice on how to create this hardscape in an area of our front yard that abuts the front of the house and a part of the foundation that will eventually be replaced, but we don't know when. The house is pier-and-beam built in 1926 with a taller crawlspace, in case that matters.

Previous owners, in an attempt to improve drainage, added a lot of nickel-to-quarter size smooth pebbles along the foundation. We don't know if they actually created a french drain with a trench and pipe, but there are pebbles all along the perimeter of the house wherever there is soil. On top of the pebbles they put landscape fabric and mulched on top. After years of no one touching it, it was covered in weeds and we removed the mulch and fabric, discovering the pebbles. Before we do anything we'll dig down and see if there's anything under them.

So the main question: How do we go about creating this hardscape while keeping the area well-draining? The front yard does grade away from the house nicely, save for some bumps and pits that need to be evened out. Soil below is clay.

Last question: would this type of hardscape negatively affect the foundation? We plan on replacing it eventually but aren't sure when, and don't want to make any drainage situation worse in the meantime. We'd like to use this space in a similar way as in the photo, with potted plants, a large rock or two and maybe a bench for now.
