Challenging drainage problem

My house is built into a hill. To give you a visual, if you walk to my back yard, you can step on the roof without a ladder. I am experiencing excessive moisture in the home on the back wall. (The house is made of cinder blocks) Ive had some quotes and recommendations to install a French drain. One guy said he would install one 3-4 foot down around the perimeter for $1000. Another guy said he would install 2 French drains around the perimeter. (one at 3 feet and one at 8 feet) for around $2500. Both guys also said they would put a waterproof liner barrier in the trench that’s dug. I’ve heard French drains are mainly for groundwater. I’m thinking my problem is more surface runoff but im no pro. Does anyone have experience with this? Please give advice. Thank you.
