my Yoshino cherry tree doesn't bloom?

I have a young Yoshino cherry tree. its about 4" caliper now and has been growing vigorously since planting. it gets full sun and plenty of water. and yet this is the 3rd year in a row that it has not bloomed.


we're in chicago. we did get 8" of snow the last week of April. And 8" of snow the first week of April. That could explain this year. but it has never bloomed.
