What to do for paper birch Oklahoma

Lets get one thing straight, I know Paper Birch is not an ideal tree for central Oklahoma, however my parents being from the north love them. Its planted in half native clay and half tree and shrub soil. It started to bud out about a month ago and looked great, I gave it a quarter dose of 10-10-10 fertilizer. (maybe a mistake) Now about three weeks after that the small leaves are browning and

dying, however the branches are still green inside. I plan to get some shade cloth for it and give it some filtered afternoon sun when it gets warmer. Is this sunburn, the cold, or what am I dealing with? Should I feed it and with what? We're not expecting a full size tree but with some care we would like to see it live for a few years anyway. Any tips? Please don't hesitate, Thanks.
