"Dries in 1 hour, recoat in 2 hours" WHY?

"Dries in 1 hour, recoat in 2 hours"

That's what is on the paint can. But why? Why wait a second hour to recoat? Do they not trust that the paint is actually dry? Or is something else happening with the paint during that second hour?

    The one hour is the drying time, to touch and not get paint on your hands. 2 hours, is when it is considered dry enough to recoat. There is also a usage time, that can be 24-48 hours, depending, to be dry enough, to hang your pictures, etc.
