Is this damping-off?

A friend from Texas mailed me some seeds of Hibiscus martianus here in New England. A week ago I planted four of these seeds in seed trays. There's no germination yet, but I am noticing a white cottony substance forming on top of the soil of only those four cells in this seed tray. Could this be the dreaded damping off forming even before the seedlings are up? If so, I guess I should toss the entire tray and sterilize? I'm not seeing it on any cells in this seed tray, or in any other of the ten seed trays I have in the room. (Yet?) Thanks for any thoughts.



The row of Hibiscus seeds is the four in the second row here. Nothing else is showing this cottony substance.
