OTR microwave outlet

I have an existing OTR microwave that has stopped working. the Cabinet above is kind of unique in that it has a void above and behind where the outlet for the microwave is. (There’s kind of a mini column of space and the cabinet is built around it) As such, although our outlet is above the microwave, in the area which is equivalent to inside the cabinet, it is not accessible once the microwave is installed. I was told that new code is that the outlet must be inside the cabinet above. In terms of unplugging in case I need to, circuit breaker which is right in a closet in the kitchen is much more accessible than if I were have to climb up to the cabinet and unplug. Is there a trus safety reason that the outlet needs to be physically inside the cabinet or is the equivalent location in a void ok?
