Vacation prep - turning off the water

I will be gone for 3 weeks in mid-winter. I plan to turn off the water at the main inside valve. That would help if there were a catastrophic leak. I can drain much of the water from the cold water lines, thus alleviating a freeze of that line.

From what I have read, you don't need to turn off or drain the water heating tank. But that means you can't drain the hot water lines. My question is: can I do a slow drip of water from the end of the hot water line to help prevent the water from freezing in the line? Over time this would decrease the water in the tank. I doubt a 38 gallon tank would run dry over three weeks, but is there anything dangerous in having the water tank running but not full?

The heat will be on in the house. But there is one section of line that runs through an unheated attic that has in the past , in an extreme extended cold snap, caused the water to freeze. I know there are products like line heaters, but I don't want to go that route.
