shrub id needed - maybe sub-shrub, woody perennial, or fully perennial

Three of these were planted at our condo complex mid-October. It looks like an overgrown cast-off division from some other garden and does not look like an appropriate plant for this area to me. We're supposed to have shrubs here, but this looks like it does not even qualify as a shrub. Although it does have the look of something tough that can survive being ignored, which is what will happen. Too bad it's going to be unattractive for 6-7 months of the year.


I would assume this look is a result of end-of-season wind-down and it was fully foliated earlier.
