Dying Prickly Pear Help

So my prickly pear cactus has been yellowing recently and now it has just become soft and floppy. Is this a result of over watering? If so is there a way for the plant to recover? If there isn't any way, is it possible to salvage the top of it with propagation?

The other more healthy plant isn't looking too hot either, even though its still pretty alive. I had been watering both plants once a week and I just recently put put them under a grow light in hopes they might perk up a bit and recover from the light deprivation they normally get in my room. Should I change to watering once every other week instead?
