What should I do now?

I have a baby rose rooted and growing nicely. Since I live in Zone 3 I have it in a pot. What do I do with it now. Shall I put it in my garage to go dormant for the winter, or shall I bring it into the house for it to continue growing over winter. It is a shrub rose but I do not know the name. I do not want to loose it. My garage is not heated and it will get to zero degrees in there in winter. Can I safely keep it in there now? It has lots of leaves but is only 8 inches tall as it has not added height. Its been growing in the pot now since August 1st. Any one from a cold climate may have information and can tell me how to proceed from this point.
