tiny white bugs on collards

Yeah, I've been growing collards since winter. In the spring, they tried to bolt. I pulled off the protoflowers, and now, through the intense heat of the summer, they're doing great. No more attempts to flower. But just this week, I'm seeing lots of tiny white bugs mostly on the undersides of the leaves. They are just specks. I can't make out any structure to them. But when I jostle a leaf, or when I go out and spray Bt, a small white cloud of these guys erupts. Not completely clear they're doing any damage yet.


Are these cabbage aphids? Do cabbage aphids fly? I guess insecticidal soap is the answer?
