Primer recommendations please

1) I had a door changed into a window earlier this summer. For some reason, the contractor brought cedar to fill in the gap in the paneling (original is knotty pine) but since it was going to be painted, it would not make a difference he thought. I did question whether the primer (SW Multipurpose Latex Primer/Sealer, which I already had from painting the pine previously) would be adequate for the raw wood -- the painter told me it would be.

Well, now, 2 months later, I can see yellow patches coming through the paint over the cedar, so it appears that tannin is bleeding through. It will have to be re-primed and re-painted.

I do have a fresh can of SW PrimeRX peel bonding primer (bought to use on some exterior wood trim). Will that be adequate, or do I need to get Kilz/BIN?

2) I also need to paint the exterior foundation block to match the new siding -- it has been painted in the past. Do I need to do anything other than a good wash down, then paint with perhaps SW Superpaint Exterior?

Thanks in advance!
