Problems with Vegetable Garden?

This is the 3rd year in a row that there seems to be something going on in my vegetable garden not really producing tomato's and pepper's.


I posted about this last year and did a few things. First let explain where we are at:


- Vegetable garden 24'x24' gets good sun early morning until mid-aftenoon

- watering system runs periodically, not too much....

- roto tilled the rows, put down 10-10-10 fert, lime, and manure early April when roto tilled the rows.

- planted tomato's, pepper's, egg plant, cantaloupes, cucumber's, and zucchini.

- had soil tested mid season last year by Rutger's, soil test came back fine.

- everything was growing great until this week, zucchini is kicking butt while tomato's seem to look like they are stunted growth (see pictures). This just started this week as you can see from the good growth underneath.


Any ideas on what is causing this?
