Kitchen Flooring chipping/loose...what to do? :l

Hey - My kitchen floor has glued down resilient floor tiles that are increasingly loose and chipping away. They are on a subfloor that is raised above the solid wood floors (circa 1935) that are in the rest of the house.

Any thoughts on the next move for this issue - I've stooped to super-gluing chips back into place temporarily, but this issue isn't going to go away. Sure it'd be great to do a kitchen remodel, but that's not financially feasible.

Thinking about stripping it all out and literally spray painting the subfloor - could be a nightmare?
