Sawfly larva: once a year or continuous?

So I'm pretty sure I have an outbreak of sawfly larva. I saw the damage on my roses and this morning I had tome to look closer and actually saw the little green caterpillar-type things almost a centimeter in length, munching away. I've had them in previous years and physically knocked them off, and also tried a bit of spraying. Got a lot more this year though.


Question: do these only invade once a year or will they keep coming back through the season? Trying to figure out if I need to spray for a week or two, or for months. Going to use Safer Insecticidal Soap (unless someone can recommend somethingh better I can get here in Toronto).
