Please help confirm peony root damage cause (pictures)

Good afternoon-



I am moving some peonies out of an area with poor drainage so I can raise the bed up and put them back. This is one root that I dug out, that was putting out new growth and seemed healthy up top. The root was split (cracked) and the inside is soft. The outside of the root is still firm.


After looking for causes, I am hoping it was just rotten because of the poor drainage and not a fungus, which I read means I need to treat the entire area and perhaps not plant there again.


Does this look like rot, or a fungal infection?
