Oak leaf Hydrangea hasn't leafed out

I planted an oak leaf hydrangea last summer. It's hasn't leafed out, but when I scratch the stems, it shows green. I'm right on the border of 6a / 5b zones. Highs have been in the 80's to 90's for the past 2-3 weeks. EVERYTHING else is leafed out, including my mophead hydrangeas. What's going on? Should I just scrap it and start over? I'm hosting a big event July 7 and would like the property to look its best.
