Tile over tile

Hi, I want to retile a large property. One tiler recommended pulling up all the old, thick, earthenware tiles, while the other recommended tiling on top of them. There is underfloor heating. The heating contractor said either is fine. From knocking on the tiles, the vast majority are well bonded. The few that aren't could be fixed. There is some significant lippage, which the second tiler said he would level out. The floor was originally laid in 1979. In the top floor open plan living room/kitchen there will be no issue with doors/windows. On the other two floors the doors (11 in total) would most likely need to be shaved. I would appreciate any advice. The house is in Switzerland and labour costs are high here. Many thanks, Fiona
