Having been a manager in a technical industry for over 20 years prior to retirement, my experience is that many people shotgun online applications and don’t even read the basic qualifications. (Oh, the stories I could tell you about the applications HR had to weed out.) So that would be my answer...apply for jobs they actually qualify for. (Edited to clarify per the question)

Almost all jobs require online applications, at least in our industry. And none required cover letters. Follow up calls were made to HR only.
