Fruit trees not yet dormant - when to move?

it's been a warm winter here in zone 9 California - the bay area. I've been waiting months to correct a couple planting mistakes I made last spring, and there are 3 trees I need to move: apple, plum, and lemon. I was told January would be the time as the first two would go into dormancy and the lemon would be okay to move then too. well, the apple and plum aren't dropping any leaves or showing any signs of dormancy, and the lemon is now covered in blossoms. how long should I wait? should I move them now anyways? wait a bit longer? wait until the apple/plum lose leaves? wait until the lemon has finished producing a crop? if they're don't lose their leaves do I wait until next year? I'm worried they won't lose leaves at all this year because it doesn't seem like it's going to get much colder, it's more likely it'll start warming up soon. if my trees never go dormant, is that harmful to them?
