Ants burrowing into citrus trunk?

My citrus plant is loosing a lot of leaves and smaller branches are becoming brown and dying off. Recently I just noticed that in the middle of my plant at an area where I cut off a significant branch when transplanting the tree, there has been some wood burrowing and the area has turned into saw dust!

I have spray the area with water and can see that something is definitely burrowing into the trunk of the plant.

I am assuming that this is the cause of the dying smaller branches.

I have noticed small little black ants running up and down the tree. Also when I was removing the saw dusted burrowed part I did see one or two ants.

Also a month ago I had a lot of small black aphids around the flowers which I sprayed with lemon eucalyptus spray and lots of water jetting and I got rid of them.

Could you please tell me if the ants are the problem?
How should I deal with this??
