If the long canes are going to whip around in the winter winds, you'd best trim them back a bit this fall. Otherwise, most of us here wait until early spring before doing any pruning. And the pruning them would be cutting out any deadwood and any weak or crossing canes and then lightly trimming back for shaping.

If you aren't sure if your roses suffered any winter damage, clip off a small bit of cane towards the tip. If the inside area is white/clear, you are probably all right. But if there is a tannish color in the center, you need to keep cutting the cane back until you get to a clear white center (about 2 inches below the last cut that showed a tannish color int he center).

I'm also in zone 6, and my hybrid teas and floribundas often suffer winter damage--bad enough that I sometimes have to cut them back nearly to ground level! But don't worry--they will grow new canes rather quickly.
