Best time to move lilies?

My lilies have been finished blooming for over a month and I left a lot of stalk and foliage on them and just cut the tops off. This year, they seem to bloom less and I wondered if they are crowded, because that is the way they look.

I want to dig the bulbs, give some away, replant with more space between what I keep and add another section of lilies that I want to move from another bed.

When should I do all this? Leave them alone now, let them gain their strength and when the top foliage dies back, cut the stalks back to under a foot and leave them over the winter and do the digging and moving in the spring, either before they start showing new growth, or once I see new growth? Or how about after the foliage dies back and I'm going to cut the stalks down to a foot? They go dormant, right? When do they do that?
