Attic Space Cooling Ideas

We moved into a 90 year old one and a half story bungalow last year. Our big project (for this year!) is turning the 3 rooms upstairs into a master bed and bath, while keeping as much integrity as possible. There is no central a/c. As the upstairs is essentially the attic space, it's very hot up here (and cold in the winter!) and the ceilings are 83" at the highest point. My question is this: I wanted to put in a ceiling fan over the stairs to pull up warm air in winter and cool it down in the summer. The stairway is about 42" wide so the fan blades will be over part of where the ceiling height is just under 7'. So is this now a bad idea? Any suggestions?? We will be removing all the old, old semi-crumbling sheetrock (or whatever they used back then) and reinsulating as well as putting in a new attic fan (we haven't been able to get the old one to work. I don't know how old it is!). Thanks!
