Dormant Hibiscus only grown on one branch?

I don't know what to do. This hibiscus had been happy for months, even flowering once in winter. But spring came, and the hibiscus dropped its last yellow leaf in late April/early March, still indoors. I put it outside on the covered porch, it didn't do anything, but I think there were tiny leaf buds. The branches were all bendy and alive. It was a cool and rainy May, so I thought that may explain its reticence.

I've since moved it to the open deck in June, and it's leafed out, but just one branch. The others aren't so bendy anymore, and they aren't producing leaf buds that I can see. It's been relatively rainy, but a lot warmer (it's 6A Pennsylvania). I've added slow-release fertilizer today, and last time about two months ago.

Are the buds likely to come back elsewhere? Should I give up and cut off the other branches? How long would equivalent growth be likely to take...? Not even worried about flowering, but surely this isn't normal...?
