Planting over former cedar hedge

I've got 70 feet of cedar stumps in a row, ranging from 5 to 8 inches in diameter. They're being cut level to the ground and I plan to cover them with a few yards of triple mix with the intent to just garden over and around them.

The price tag for removing them entirely is steep. But am I buying a big headache by leaving them in the ground?
Should I worry about ants? Will perennials find enough room among the roots? (I will cut away any roots I encounter while digging the hole for the plants to create space.)
I'm planning on planting some shrubs and long-lived perennials to make this a drought-resistant full to part sun border.
