Hearthrob Dogwood, Year 2, Few "Flowers"

[I know they are not flowers, but it's easier to refer to them as such.]

A year ago in early spring, I had professionally planted a "big tree" Heartthrob Dogwood (12" circumference about a foot off the ground, top leaves are about 8 feet high). The first year it had an almost full covering of flowers. This year, I count 10 flowers, spread out randomly.

What could I have done to discourage development of flowers? Or maybe this is normal second year in a transplant? It did not receive any other stress beyond transplant during its first year.
