Allantus Cinctus Curled Rose Sawfly Larvae

Trying desperately to save my grandmother's rose bush. Have had severe infestation of allantus cinctus. I hard pruned this bush down to solid canes and removed cut canes from the property. Miraculously the plant survived my butchering and I was going to spray it with Neem oil about now. I am in Zone 6. Any advice for me? I would be heartbroken to lose this bush. Thank you!
There it is the little monster, overwinter g in the cane.
