We purchased 12 POAK direct from David Austin bareroot/grafted in 2012. They are planted at the base of our front fence along the sidewalk with a sunny southern exposure. Pretty much the best spot in our garden. They did well in their first year:

In 2013, they did even better:

Then in 2014, a decline:

We were busy in 2015 and 2016 with a whole house renovation, so never got around to photos, but the decline continued.

This spring (2017) they all pretty much look like this, except one, which appears to be dead:

As you can see, they are now smaller than they were in 2012!

When we got them, 3 of the roses showed signs of what we believe to be rose mosaic disease:

But they never performed worse than the other 9, and it has yet spread, so we left it well enough alone. The one that died was one of the 3.

It's a mystery for us, as everything around them is growing very well. But POAK just doesn't seem to want to grow, and what little growth she has, seems to be killed off in the winter. And this last winter was a very mild one.

We don't really want to start over (Boscobel?), so we are hoping for some good suggestions or insight. Or is it time to shovel prune (ugh...)?
