Swale vs dry creek bed?

About 2 years ago, my wife and I bought a 20 yr old 1500 s/f ranch on
a small lot in a nice development in southern Indiana. Before buying
the place I knew there were drainage issues on the property, but did not
realize the magnitude of the problem. The house sits at the bottom of a
hill that wraps around two sides. Above us on the rim of the hill sit 6
or 7 houses. During a heavy storm we get a *lot* of water flowing
downhill and through a dry creek bed the previous owner had installed. I
am not particularly fond of all the rock and decorative boulders
crowded into the small yard and... in particular because the rock bed is
being silted over + weeds and grass are growing in it. To complicate
matters, a small "karst feature" has developed at one point at the side
of the ditch, so the water must be redirected away from it.

We are
considering options, including the possibility of having all the rock
removed and substituting it with a grass swale. My primary question:
Given our situation, is there any evidence that a rock creek bed would
be superior to a swale for moving storm-water through the property?

Also, I have searched the web and read many articles about dry creek
beds and 99% of the opinions are positive, with only one tiny voice
found grumbling how little fun it is to clean leaves out of these
ditches. There is no follow-up in any articles even hinting that
maintenance can be considerable. Can you point me to any articles that
actually compare dry creek bed and swale maintenance issues?
