confusion about bare root peonies received in spring

Hi everyone, I have been reading a lot of posts regarding peony tubers received in spring. I understand they should be planted first in containers then in the ground in the fall. I have 2 questions regarding their first year. My first question is how to care for them during the summer? Should I keep them outside? Give them normal sun requirements or keep them in the shade? Should they be fertilized and give ample water for them to grow? My second question is transplanting in the fall. Should I dig the roots up from the containers as a bare root or transplant the root ball that has form during the summer months? Also should I wait until the leaves have fallen off before transplanting? If someone can give me a step by step instruction that would be great. Its hard to get a complete picture of what I should do from the posts I have been reading. Thanks in advance.
