Suggestions for foundation plantings for small city rental house?

We own a rental house about 25 miles away. All the foundation
shrubs had to be removed today, as a sewer pipe broke. They were hugely overgrown
to begin with, dating back from before we lived there ourselves 30 years ago. 2
upright junipers and a row of yews. We were not able to whip them into shape
back then, and the tenant couldn’t do much besides have her lawn guy trim them
roughly into shape once a year. She is not a gardener.

It’s a 1953 raised brick ranch in the city. There is a HUGE
picture window in front, flanked by 2 smaller double hung windows, which is
typical of this era. So a priority would
be something that won’t overgrow the windows. If you were to stand on the
ground right in front, the bottom edge of the window would be at your upper
chest / shoulders.

What can you suggest that is easy maintenance? We have
decided we will sell if and when this tenant (who is a very good tenant and has
been there for years) decides to move out. These are very plain small houses of
beige brick in this neighborhood. So, an eye to a bit of future curb appeal
would not hurt. But not something that needs constant shaping to look nice.


Exposure is south-facing. There is no parkway tree to provide any shade, the city decided not to replace trees that die on city property (which is a~ 8 foot deep easement between the sidewalk and the street)

I have no idea where to start. This is so different from the issues I have with the house where I am living, where I devote as much labor as needed. Thanks for your suggestions.
