Happy grapefruit, sad satsuma

Hi, I'm new to citrus and I'm looking for some advice as to what to do with this satsuma of mine.
I got both of these plants last year, both were roughly the same size, but while the grapefruit has been thriving and putting on lots of new growth, the satsuma started looking distressed shortly after buying it and only put out minimal growth last summer. So far this year it hasn't made any new growth while the grapefruit has made a few inches of growth plus blossoms.

Both have had identical growing conditions. Proper fertilizer with micronutrients, care taken not to overwater, plenty of light, protection from winter cold, etc.

Satsuma
Bacteria? Fungus?
Pest?
Bonus pomegranate coming out of dormancy. Needs to go into the ground soon.
