A good place to buy bulk compost in the SLC area?

I am building two raised garden beds this year, which will be 4'x8'x1', and I need to buy a lot of compost and mulch for them. I'm trying to follow all of the advice I can find on what sort of mulch or compost to buy, such as:

1. Don't buy compost that contains sewage.
2. Manure isn't compost. Composted manure is a good fertilizer for some plants, but not others (e.g. flowering plants dislike horse or poultry manure, even if composted).
3. Don't use wood chips or bark as mulch; they are high in carbon and will leech nitrogen from your soil and they decompose.

I've even read claims that compost itself is, in fact, the best mulch (although straw seems like an interesting option as well).
Pretty much all of the bulk garden suppliers in my area seem to violate these rules. For instance:

The compost sold by these guys just seems to be manure (raw? not sure) with other stuff mixed in.

These guys seem slightly more promising, but it just seems like good soil mixed with some fillers (peat, and something called "gro-fiber" which seems to be coir or something similar). I thought compost should be broken-down plant waste?

Does anyone have any advice for tracking down good sources of compost? Even better -- does anyone in the Salt Lake County area know of a good place?
