What is eating my lettuce and carrot seedlings?

I am relatively new to Arizona.
For the past few weeks, I've been having problems with something
eating my romaine lettuce seedlings. Whatever it is eats them very
fast. There have been three different occasions now where I've looked
at the garden and then revisited the garden an hour or two hours later
and the leaves are gone from the lettuce seedlings (about a week or so
after sprouting). The stems are hardly ever eaten.

This past week the getting carrot seedlings have been popping up as well
and the tips of the leaves have been getting nipped off by whatever it
is (I can only presume).
This always seems to happen during the day and usually when it is sunny.
It should also be noted that I have an almost full-grown oak lettuce
transplant and asparagus right next to those rows that never seem to be
damaged at all.
Thinking it might have been some sort of insect, I have been spraying
the garden with neem oil. However, this is not helping.
If anyone has ever had the same problem and knows what it is (and maybe
what to do), let me know.

I should also mention that it is a raised garden in a fenced in backyard.
