Hoya Carnosa not growing

Hello everyone

So back in June of 2015 I planted a cutting I got of Hoya carnosa and it looked like this

To which in November of 2015 it grew to look like this

And now currently almost 2 years later the plant is exactly the same size and looks exactly the same except for 3 new leaves that grew from the second node.

What gives?

I kept it in a South facing window sill to which I then moved it into a pot with some lipstick plants where it has stayed ever since. And it has not shown any signs of growth in at least a year.

The lipstick is placed about 1/2 feet from the south facing window (at an angle) and is watered when it gets dry down to about an inch or two. It flowers and has grown quite a bit, but the hoya just sits there....

I know they're not the fastest growers, but I assumed in 2 years I'd at least have a plant that looked drastically different from its before photo!

I plan to repot the lipstick come spring, but I don't know what I should do with the hoya!
